I would suggest that winter lights go up around the same time as Christmas decorations tend to. Let's say the end of November (American Thanksgiving, Nov 25, for example) and come down in middle to late March (before Easter). The advantage of the later date is that I do not have to go outside when it is -20 to take down the lights any more.
By changing them from Christmas lights to winter lights they also become more inclusive. Those who do not celebrate Christmas can still participate in putting up Winter lights. Making neighborhoods all the more merry and bright.
